    TCL/LJ 256285: Our client seeks a Business Manager for an assignment within its Sustainable Communities division.

    We are acting for an E London based local authority

    The post will be located in Romford, RM1 and will be for 36 hpw, Mon-Fri, normal business hours.

    This is anticipated to be, initially at least, a 3 to 4 month assignment.

    Please note that under a special arrangement we have with a leading umbrella company, temps who elect to get paid under this route will receive, in addition to a higher hourly rate of pay, the following benefits which are not available under PAYE:

    Essence of role:

    You will be engaged to provide a centre of financial administration and monitoring, administration expertise and contract management for the Manager of the Adult Modernisation department. You will be required:

    • To determine fiscal requirements, make projections and prepare departmental budgets; monitor, verify and reconcile expenditure of budgeted funds; prepare financial statements reflecting status of programs and activities; ensure compliance with council policies and procedures. To produce valid and reliable data on the financial, administrative and establishment of the individual service area assigned to.

    • To provide and use consistent formats and reports on all inputs controlled by the service area, and to ensure such reports and any alerts to issues are received in a timely way.

    • To assist the service managers in the procurement, monitoring and administration of contract services.

    • To maintain and manage records and arrangements for accommodation, IT requirements and human resource needs across the service area

    • To make key linkages across the service with other business managers.

    • To establish a liaison with Finance and ensure corporate standards are met.


    Candidate requirements (*indicates must be CLEARLY EVIDENT FROM YOUR CV, not just your covering letter, to avoid auto-rejection by client) include:

    *Knowledge and skills in budget management and financial performance and monitoring techniques together with experience in authorising expenditure in accordance with financial regulations.

    *A working knowledge of public sector procurement procedures and policy and experience of managing high value contracts.

    *Proven problem solving and negotiation skills and the ability to deliver results in a challenging environment.

    *An ability to communicate clearly and persuasively both in writing and in person and good relationship skills, including the ability to build good working relationships across professional and operational boundaries.

    *Proven ability to work in complex organisations with a political governance system and an understanding of the effect it may have on the post.

    *An understanding of the modernisation agenda in adult social care.
